Bylaw requiring garbage bins to be brought back in on day of pickup?

It's been brought to my attention that a new bylaw relating to our city's new refuse/recycling collection system will go to first reading next week.
A major part of that bylaw is the requirement that all residents be required to bring their bins back onto their property by 10 PM on the day that the trucks make the rounds to their part of the city.
Up until now, this has only been a requirement for homes that put their bins in front of their property but has not applied to those of us that use lane pickup.
The city's sanitation department has found that on many lanes, the trucks are spending their time picking up and dumping empty bins... not to mention, one could argue that it isn't the most visually appealing thing to see our lanes lined with bins.
Do you think that this is a reasonable requirement to write into a bylaw? Are there any challenges you can foresee that may need to be addressed?
