Aren't bus drivers supposed to obey traffic laws?

Yesterday I drove by Vincent Massey High School. Saw a bus parked in the "no stopping" zone, picking up students. If I were to park there to pick up my kids, I would get a ticket. I understand why no one is supposed to park there. They want the area right in front of the school to be kept clear of vehicles, so students can cross the street safely. So why should a bus be allowed to park there?
Then I went downtown. I was at 8th and Rosser, when the busses were all leaving the bus mall. Saw a couple of busses pulling out of the bus mall when their light was red! A pedestrian crossing would have been run over.
What gives?
