Sportsplex watering the grass in the rain

this is a waste of money, and this is not the first time. I drive my child to school almost everyday and weekly I see this happening, we have had more than our fair share of rain, they don't need the sprinklers on at all. So if money is being wasted this way what other ways is it being wasted and therefore not having the funds to fix the pool.?
