Damage deposits

OK..just a random thread I am sure has been started before...but what is it with landlords thinking that legally they can charge more then half months rent for damage deposit? I was going through the classifieds and noticed a few charging at least 1 month rent for damage deposit. Do they not realize legally they can not do this? Is it greed? Or just they know housing is at a crunch so feel the need to try to take advantage of it? IMO I think it is greed and taking advantage.
