As some of you will know, the lights at 1st and Rosser have not been working since at least 7:45 am today. There are flashing red lights to the people heading east on Rosser and flashing yellow lights to those going north and south on 1st. Seems a lot of people don't know the meaning of flashing red/flashing yellow. Some people were treating it like a 4 way stop which only meant more confusion. So for anyone who doesn't know, flashing yellow means slow down and proceed with caution and flashing red means STOP and proceed when it is safe to do so. I'll be very surprised if there is not a major accident there today. Also amazes me how many people do not know what these flashing lights mean.
