Cell phone worries!!!

So, quick question me and my friends have been wondering seeing how we have a friend who's been getting blocked calls to his cell phone, if there was any possible way to block blocked numbers from calling cell phones?
also curious in wondering if it's possible to do a reverse cell phone look up in regards to finding a person's address?
