covered bus shelters

Hey Dave Burgess. We need some covered bus shelters in this city.
Is there any place that I can start a petition?
All week I've seen some very young children waiting for their bus at a bus stop totally exposed to these elements.
I'd even pay a one time levy or a fee if the entire tax paying community contributed to this project.
