Water under 8th street bridge

I just drove under the 8th street bridge shortly before midnight, there is a large amount of water coming from somewhere and pooling on that road that runs parallel to the CP Rail tracks. I don't know who to call to inform them of the problem, but it's right near to that automotive detailer shop and almost directly under the bridge.
