Accounting Questions - New Years Eve Bus Service

So the City did it's study on the cost of providing a bus service until 3AM on NYE.
It came out to about $7036 which in and of itself seems cheap to me to help people who have had too much cheer get home safely, and without a massive delay waiting for a taxi or Red Nose.
Then you look at the numbers, $4,000 of the budget is for marketing. Perhaps I am blind to this, but how would it cost $4,000?
I am pretty sure if the city was proactive enough to post a schedule here, on their own website, and place flyers in the bars and lounges, would that not suffice?
Anyways, even at a $7,000 cost would you be opposed to offering the service for free?
