Enough with the Bylaws already!

On tonight's agenda at city hall, are proposals for 2 more bylaws. One, requiring citizens to shovel snow from the sidewalks infront of their property, and the second, to mow the grass on the boulevards infront of thier property.
I'm in favour of people doing these things, but do we really need another bylaw for it? Most people that spend time keeping their own yards neat and tidy, wouldn't want an unruly boulevard in front anyway, and neither would they want to trudge through knee deep snow drifts down the front walkway.
I know many seniors who may be capable of shovelling their own sidewalk, but then to shovel an additional 25-50 ft of it or face a fine? That's just unnecessary in my opinion.
