downtown dump

We had friends in from Alberta the other day and l took them for a drive around Brandon,including downtown.drove down pacific ave and the first thing they said was why don't they clean up the lot on the east side of the 8th street bridge.who ownes it and why don't they clean it up? wasn't that suppose to besome kind of flea market or small shops going in there ?.they thought downtown was fairly nice until they saw that..
