Court System?

Back in November/06, our vehicle was vandalized and we managed to catch the culprit and hold them until the police came. A court date was set for January and the girl pleaded guilty and was ordered by the judge to do community service, Alcohol counselling, curfew and finally to pay restitution. She was given a date by which restitution was to be paid for. I believe she contacted the courts and her restitution was extended, to which we were informed. Now we get a letter from the courts saying she has not paid, and if we want to collect we have to take her to small claims, we can garnishee her wages (what if she doesn't work), or we can have her license revoked (don't know if she has one), until she pays. My question, is why is it up to us to take time off work, fill out all this paperwork when she had a court order to pay this. Why aren't the courts going after her? Has anyone else had this happen, and was it ever resolved?
