Police shoot car thief

Did anyone read yesterdays Winnipeg Sun or watch the news? An 18 year old was shot yesterday, by Police in the Riverheights area of Winnipeg. He had stolen a vehicle from Tony Roma's parking lot Friday night during a Bomber game.
There must have been a reason why he was shot over stealing a vehicle. Public safety perhaps? Can you imagine this happening in Brandon if necessary?
