Is the City going to pay?

So there was this article in the paper on Saturday about all the constuction in brandon right now and the city said that if someones vehicle was damaged because of the roads we could submitt a claim and the city would pay. Here is my question. Are they just talking the talk or are they actually going to pay for these repairs?
