Road closure notification

My husband and I live in the 300 block of 12th. Someone is currently doing work on an empty lot there and we came home from work yesterday to find a section of the road closed. It wasn't closed in the morning when we left for work.
The portion of street in front of the lot was closed due to them using a backhoe and there were big piles of dirt in the middle of the street. Now, our street is a one way street and currently anyone driving to our house can't actually get to our house unless they go the wrong way down the street.
We were notified about the plans to do something with the lot etc but we were not notified about the need to close a portion of the street during the start of construction. My husband and I were going to have a few friends over for a BBQ this long weekend and now we're not even sure if they will be able to park near our place in any capacity.
I'm sure the road won't be closed for long and it's more annoying than anything but I'm just curious, shouldn't we have been notified about this road closure as residence of the street who are directly affected by it?
