I was driving up 8th and came to the corner of 8th and Victoria and sat there for atleast five minutes. At first I just thought that it was a long light...a very long light. Then I noticed that the walking sign had turned to the stop hand and then turned back to the walk sign again and once more and without the red light turning green.  
 
I don't know whats wrong but just beware of the North and south lights on the 8th and Victoria intersection.
