Floodplain

A number of years ago, any business that wanted to construct a building on or near 18th St. N. between the bridges had to sign an agreement with the City of Brandon, acknowledging that the property was located on a floodplain and saying that they would "hold harmless" the City (i.e. they couldn't sue the City) if their business was damaged by any future flooding. (I know this because I drafted some of those agreements).
Does anybody know if businesses constructing buildings between the bridges are still required to sign those kinds of agreements?
I also remember there was a flood, in the late 1970s or early 1980s, where 18th St. was closed for a number of days because of the flood waters going over the road. I seem to recall that it was 1979 (and maybe again sometime in the mid 1990s). Are those dates accurate?
Does anybody know if any precautions (dikes, etc.) have been taken to
prevent that kind of serious flooding from happening again on 18th St. North, or are we subject to the whims of nature?
