the problem is without the posted speed under the school zone sign, the sign means nothing, its not that its not enforceable, there is nothing to enforce
the law is written to allow a drop in speed as low as 30km but it does nit have to be, some towns choose different speeds and that was allowed so without a posted speed people slowing down are not respecting traffic signs, they are either confused or find it necessary to slow, which is fine but not the law
