Maybe a first commercially, but there are car pool stalls at the hospital for staff.

I'm kind of confused. If a friend and I go to the mall to shop can we park there (I've never considered that "car pooling")? Is it for workers who car pool? Why not set up more handicap parking (I've gone a lot of time and there full) if you come with more then one person you get to park closer? I don't know, to me it kind of sounds like a silly thing.

How are they going to monitor this. Obviously if I pull in and only I get out and someone sees then fine. But if I get called on it when leaving, Me and friend came to mall they ended up staying or left with someone else.  
 
This will become a major issue at Christmas time. I can already see the eBrandon threads on this.  
 
Interesting idea, would say first I have seen anywhere. Unsure of the purpose other then trying to limit number of cars at mall.

It might help with getting LEED certification.

Not sure how long this has been the case, but I see the mall has even added an "electric vehicles only" spot on the West side of that includes a charging station (pic added)
