I was just looking around for house insurance and requested a discount since I have a Fire Hydrant close to my property. Who would I contact for a maintenance schedule of this? Since they asked this I see a lot of these hydrants with a red disk on them what's that mean? Are they in the course of a repair schedule.

Generally ALL fire hydrants are 600 feet apart I believe ... So your house if in town will be within 300 feet of any hydrant  
You get better rates for better protection grades ( protected is within 300 feet of a hydrant, semi protected is within 8km of an approved fire hall etc)... You don't get "discounts" for fire hydrants.  
Some towns have fire hydrants that are not connected/ in service ... Your insurance broker should be able to determine what your protection grade is based on postal codes. Contact them

Ah ker maybe read all of my post please I am with the 300 feet of a hydrant that's not what I'm looking for its the maintenance on these as I stated.
