No Legal Requirement to give first half hour free

Sorry, but you are incorrect. There is no requirement that a lawyer give you any free time. This is an oft quoted urban myth.
The Law Society of Manitoba only says that IF a lawyer offers a free consultation they should advertise same and then honour it. There is no legal or ethical requirement for a lawyer to provide a free half hour and the client should not assume that they get a free half hour. Rather, they should ask when they set up the consult and also ask about fees. Some lawyers won't even set up an appointment without a retainer being paid up front.
But yes, personal injury awards in Canada are relatively conservative and often the legal costs outweigh the benefit of fighting the case. Also, just because you got hurt doesn't mean that you have a case. It is best to speak to a lawyer and obtain an opinion on the merits of your case first.
