I have a hard time agreeing with that statement. I think Don Brown has a better grasp of the situation. Here we have a victim of a crime giving the perpetrator of that crime an opportunity to get out in front of their actions. Calling the victims offer of going to the police with whatever evidence they have after a grace period, rather than a threat, is just the next necessary course of action in such an incident.
Your take on it vilifies what appear to be good intentions by the victim.
