The proof I have is roommates I lived with in Brandon said no bill came to the mailing address while I lived there. I moved in 2008 to my new address in Ste Rose and have been here since. I paid for my mail to be forwarded 6 months just in case there were any one I forgot to let know I moved. when I moved I changed my mailing address with Manitoba Health, Canada revenue, MPI and so on . All I am saying I never knew I had a bill and I talked to the city of Brandon when I found out without being contacted and was accused of lying about not getting a bill. I offered to make the payment for the original amount owing and they refused it saying I had to pay the interest I asked the name of the collection company but they said I could pay them and not the collection company. I still have not received a bill after trying even after I had contacted them and they now know where I work and have my addresses and phone numbers. I feel it is the moral in this case whether the original bill was lost in the mail or never sent and I am not even sure it is mine.

I am sorry to say your "proof" really isn't valid as proof.  
 
I know someone who was once adamant that he never received his new drivers license. He paid to have one sent out. 6 months later he found the original -in a drawer -where he put it after receiving it in the mail. LOL

My husband was on comp years ago for an injury at work. Comp had paid for a prescription at the time - it all went through at the time we picked it up! A year later we got a call from the place we filled our prescription saying we owed for the prescription. Ummmmm... I don't think so! My husband said no! It was paid by comp at the time and if for some reason comp didn't pay they shouldn't have let us walk out without the meds at the time. They called a few more times and my husband gave them the same response. So not sure if comp was asking for their money back or they just never paid. Bottom line is if it wasn't approved by comp they should have made my husband pay before getting the meds.

Get a copy of the original bill from the city. Call WCB and ask if they paid it. Basically you just need to do some work to find out what happened in the first place.  
 
They may have sent it out and it was lost in the mail. They should have record as to where the first bill was sent which is why you need to get the original. If it was sent to the wrong address it doesn't mean you don't owe the funds but you could then say you wont pay the interest.  
 
Reality is once it hits the statute limit they can't pursue legally as long as you don't acknowledge thedebt in writing or make any type of payment (this resets the limitation period).
