";Disability Matters"; signs

I saw these "Disability Matters" signs on Victoria Avenue yesterday - and I am wondering is there any info out there about what these are referencing too? Who posted these? Will we be voting on another topic, other than just choosing our Provincial leader at this next election?
Can you give some insight on what these signs are about please.
