Majority of the time when I see children biking, they are doing so wearing helmets. It's rare I see a child without a helmet. My children ALWAYS wear their helmets as it's the law. If I do see one of their friends biking with out a helmet, I'm not sure if it's because they don't have a helmet, or just Refuse to wear it. I guess until it is enforced, to each their own.
