It's an easy fix...

If this was my neighbourhood, I'd fix the problem myself. I would go out to the farm, get two to six dark & large boulders loaded into the old truck with the loader (might take a few trips, depending on the stones) and drop them off at the bike path. Ta-dah! You are now done! They seem to work well for nature trails for Provincial/National Parks, so they should work here in town as well. And best of all... The fun will happen late in the evening when the perpetrators slam into 18 to 24 inch diameter rock in the middle of the night. The only drawback to this plan is that it requires some effort on your part. (...And a garbage bag to pick up the broken plastic in the morning) But, I'm a believer that individuals need to take upon their own action/effort to improve a community. Do it yourself when you can, rather than depending on someone else to do it for you.
Just my opinion, I could be wrong.
