If he OP is suggesting that the action is a waste of time, effort and money, I'll tend to agree. It comes across as a gimmicky photo op.
On the other hand the OP claims that "Winnipeg is two hours away. They know Brandon exists. If they don't, then it's something we're not doing right here. We shouldn't have to travel there to bring them here. We're the second largest city in Manitoba! "
Of course they know that Brandon exists, but they don't really "KNOW" that Brandon exists.
Brandon is Manitoba's second largest city, as the OP states, but still we represent only a small proportion of the overall provincial population. The political power in Manitoba, in all of the parties, see little difference from their point of view between Brandon and Portage la Prairie, or the Morden Winkler area which are both closer to Winnipeg, or the Dauphin area, the Swan River area, the The Pas are, the Thompson area, which are all more 'exotic'.
Which is to say that from the view inside the perimeter, the rest of us are all pretty well equal - the populations of both Brandon and Dauphin are miniscule compare to the population of Winnipeg, even though Brandon's population is several times that of Dauphin's. It's a matter of perspective.
Among the provinces in Canada, Manitoba is unique in this respect - in having a single major metropolitan center representing 75% of the total population.
