So while out and about I noticed that the city is moving quite quickly now with dike protection on 18th street. I'm raising the current dike as well as building up the dike on the east side of the street.  
 
With the amount of standing water still in the fields, the high water table, and a warm winter, which historically brings higher then normal amounts of snowfall.... you have to wonder if this is the prep for another extreme "high water event"

We got notices they were building and extending the dykes. Which I'm glad for, maybe they just want to have things prepped for just in case . Because the weather isn't getting easier to predict they probably just don't want another year Where everyone is flooded.

These dike upgrades have been in the works for a few years and funding for flood prevention became available, so now the work is being done. Last year the dike was upgraded on the north side of the Assiniboine, also a pumping station and retention pond was built to deal with possible future floods if the time comes. This year their focusing on the south side of the Assiniboine. I wouldn't worry. The plan has always been to build up and improve the dikes.

Wondering what the water levels are at the resivoir, and if they plan on lowering them given that we had a very wet fall season.

You may be right, but it is wise to be expecting a good sized flood come spring. Out in the country, there is water sitting in the fields where it has not sat before at this time of year...at least in 16 years. Don, can you remember this much water in the fields at this time? I suspect that it has been longer than 16 years.  
 
There is a lot of water still flowing where it only flows in spring. The Assiniboine is high. It could be artificial, but I suspect that it is still being overfed from little streams that are still above normal fall levels.  
 
Last year, we did not have much snow, had a warm winter, & so not much for flooding. If we do get more snow & cold this year, that is a recipe for a big spring flood when it all adds together.

Hi Don There is a link called Shellmouth reservoir pdf,Government web site ,tells U how much flow coming in and going out,Lake level the whole 9 yards ,Just read a local paper from up there about it and says they are dumping big time to lower it for the winter for next springs run off,They lake is at record high for this time of the year the article says ,

"Water level is up, but at a totally fine level. I'm sure they will do the winter drain as they always do. There are water level sensors along the river(new one at the bridge), for them to monitor better."

The soil is saturated in all of Manitoba and eastern Sask. I f we have any major snowfall none will soak into the ground. The soil is frozen saturated and the creeks are still running. Any major precipitation and flooding will happen, best to prepare for flooding now.
