I see they installed Stakes on the Northside of Rosser from 18th to about 21 st. Kinda looks like they will put a sidewalk in. Any ideas what they are doing?? If it is a sidewalk they should not spend the coin until a turning(collector lane) is installed at 18th and Rosser for traffic turning west on Rosser when driving from the North. If not that portion of the sidewalk would be ripped up.
