a sore area for the Keystone and has been thought of as a revenue stream. Charging for parking, it will cause the world to end!! 'I will never pay for parking, I will park in the Mall parking lot' is the typical cry. Think of all of the poor people who wouldn't be able to take their kids to hockey practice.
Then again the Keystone Centre is multiuse and has a variety of events that happen at the same time. So charging parking might not work like at say an NHL arena for a single game.
The Keystone Centre can have a Wheat King game, trailer show, horse show, curling, youth/rec hockey, plus other activities going at the same time. So charging a parking fee won't be feasible. Other than adding it into event ticket pricing and would only affect those paying to attend events.
