who can sign?

i have my change of name form all filled out and now i have to get someone to sign it and have no idea who would be able to. im not sure what is means. so if someone could explain it to me that would be great. it says: Notary Public, Magistrate or Commissioner for Oaths for the Province of Manitoba. thanks!
