Brandon Transit increases among highest in Canada

Per this story that aired on the CKX news last night, usage of our transit system had one of the highest growth rates of anywhere in Canada:

One could perhaps make the case that larger centres have already been using public transportation a lot, yet things are only starting to hit home in cities of our size as gas prices get higher and higher.
What other potential reasons can people think of that would make our increase stand out?
