Purpose of the Bylaw?

Can anyone explain for me the purpose of the 2 by-laws mentioned (trailers not attached and the 48 hr limit)? I have to register my trailers through MPI and they are considered vehicles under the provincial regulations. Why can't I park them on the street the same as any other legally registered vehicle?
And why is there a 48 hour parking limit on the street? I moved here after living in a couple of other cities and had never heard of such a by-law before. If street work was being done, temporary signs were put up and vehicles had to be moved (or ticketed and towed). The city of Brandon used to do that for street sweeping but this year, at least in our area, there was no signs put up. The sweepers came through on a business day, during school hours (we live by a school) so a lot of the street didn't get swept because people had their vehicles legally parked around the school. Sorry for the tangent, but it leads back to my question about the 48 hour by-law.
