Long story short. This has been interesting, but I'm really only staying up to see if the northern lights are going to show their face tonight.

police was approaching the stop sign at 50km/h, the speed limit. Would that signify the officer was going to a call and was about to blow through the stop sign?  
 
Under the Manitoba Highway Traffic Act, it''s still on the driver of the emergency vehicle when going through a traffic control device to proceed with caution and with the safety of other motorist on the roadway, lights and siren or not.

There's no mention of any 3 seconds.

After having had several days for new thought and debate of existing thought we appear to have reached the point where this thread wants to go in circles. Am going to close it at this time but will leave the door open for future re-opening should anything new come about that might be basis for further new discussion.
