It really depends on how you plan to be using Paypal. If you just want to pay for items on online stores, then I would recommend it as it is a secure and easy way to pay. You can dispute a transaction for pretty much any reason six months after the sale, and Paypal will pull the money out of the sellers bank account and authorize a refund.
The problem is the reverse can happen to you if you are a seller. A scammer can claim that you sent them a rock without any proof and Paypal will refund them without question.
One thing to mention is that Paypal can limit or close your account, so I would try not to have any money sitting inside you Paypal account. Say you have $1,000 in your account and Paypal receives false reports of fraudulent activity on your account, Paypal can close your account and your $1,000 will be lost forever.
