It’s chlorine to treat the water for iron and bacteria and iron bacteria. It’s safe levels but typical around this time of year and spring as the water changes so does the need to treat it. The city also did water main flushing (you can see the signs, actual signs, post when they do it), this stirs up sediment in the lines so a dose of chlorine through the lines kills any harmful bacteria. In short, the city is making our water safe for human consumption and that’s it. Nowhere is it necessary to make it smell like flowers or taste like rainbows
