Ideas?

I was hoping someone would know how to fix or somewhat make appealing, plaster walls that have aged.
We removed the wallpaper, but found that if we took off the backing(glue paper) we were going to have a whole new problem, the walls were crumbling behind the wallpaper as we tried to remove it.
I was thinking of painting, but dont know if i can just paint over the gluey paper thats left or not, and if so, what can i do to hide the imperfections.
The house is just a rental, so im not dishing out a whole lot of money to fix it up, but more to make it more visually appealing.
