Busking should be encouraged down town to bring people there.  
Any student from (for example) BU or Collage, should be able to buy a five dollar license.  
They could be music students or art students, and they could make a little extra cash.  
And practice being in public, playing music or showing there art or craft, like pottery.  
One day a week, on a weekend or every two weeks could be set aside for them.  
And a street closed of or it could be done in the mall parking lot.  
It could be a way of the students and schools showing of what they are all about.  
And there should be more down town shops, piping music out to the street, at a reasonable level of course.  
I have seen similar things done elsewhere and there can really be a party type atmosphere built up in no time, all it takes is a little color and some tunes.  
There would be some rules about how the selling is done, no busker would be allowed approach or pester people aggressively.  
I think it could work and the students would probably benefit from the experience.
