TOW TRUCK DRIVERS AND MB DRIVERS

My fiance is the manager at a local towing company and for the second time this winter a vehicle has hit one of there tow trucks. Two trucks have been damaged doing thousands of dollars damage to there tow trucks and writing off the vehicles that hit them.
Approx. 2.5 months ago while winching out a vehicle out of the ditch on highway 1 near the 250 south one tow truck was hit head on from vehicle they never even slowed down hit the truck doing 90 kms an hour. The driver was lucky to escape without injury, he was able to jump in the ditch. Just before the vehicle hit the truck the driver was between his truck and the customers vehicle that he was unhooking from his winch cable. All 3 vehicles were damaged.
Now today at approx 9 am this morning on 1st north one of the there tow trucks were hit head on by an SUV which is a total loss also. The SUV swerved across both lanes on to the shoulder hit the truck and then went into the ditch. Again driver is super lucky to be alive since he was on the side step of the truck releasing his winch cable when he was hit.
Now my question is without sounding rude or ignorant is this, when you see a tow truck and emergency lights do you slow down and move over?
Is everyone aware that tow truck are an emergency vehicle?
My biggest concern is that one day soon one of our friends or family arent gonna be so lucky to come home to there family and kids. In one winter season 2 trucks getting hit and causing lots of damage is a real concern.
Anybody have any ideas how we can get awareness out to slow down and give them room, there just trying to help other ppl get home to there family when there vehicles or road conditions have failed them. Tow truck drivers are people: son, daughter, sister, brother, mother, father, cousins and friends to someone.
