Question about being seated in a restaurant

I visited a local restaurant the other day and when I walked in 1/2 the restaurant was empty. I was expected to be seated right away (2 people), but I was told that it was going to be a 10 minute wait. When I inquired as to why when there was so many tables that were empty, the Mgr told me that they seat customers in rotation of the waitresses. So even though one waitress's section has empty tables, if it is not her turn in the rotation to have the next customer, the customer has to wait if the next waitress that is supposed to have the next customers has a full section. Oh, I was also told that the waitresses would get quite upset if customers were seated out of rotation.
What do you think of this? I think that the customer should be seated irregardless. Needless to say I left the restaurant and have not been back since. This does not make any sense to me. Would you not want to make the customer happy to ensure they come back and so the waitresses have a job.
