$14 in-town delivery charge by the Pizza ***?! WTF

So..we won pizza and wings in a radio contest and figured we'd order 'em up with delivery service. The total value of the wings and pizza is $35.
The restaurant tells us the delivery charge is $14!! We question this becuase it is absurd (we live in town!) We are told orders under $14 (or so - nobody could give us an exact amount) meant a charge of $14 for deliveries. But..this is a $35 order that we happened to "win".
They say that since we're paying nothing, this does not qualify as an order over $14 and must pay $14 to get delivered. What a "win"!!
I called the Portage La Prairie restaurant that's housed under the same name and they say that is absurd as well. They'd only charge $3.00 for an order and possibly nothing since the value is actually $35.
We talked to the manager at this famous pizza restaurant and he confirmed what his employee said.
