A No-Stop sign beside a Stop Sign

It's a bit confusing as to what should be done. Could anyone explain it? Photo added for better clarity.

It basically means no stopping from their to the stop sign for an extended period of time (dropping someone off, etc). You still have to stop at the stop sign

Thank you for the picture. Very clever! No stop sign means you can't even stop for few seconds. For the stop sign, you need to stop for at least 3 seconds. Although we all know in this situation you need to stop for the stop sign, I liked the laugh.

Maybe bylaw wants an excuse to give you fine in any case, if you stop or if you do not stop LOL

The stop sign is for travelling traffic and the no stopping and no parking signs are regarding the curb.

NO confusion at all. The small sign at the curb means "no parking," so as to not block the turning lane at the stop sign. A quick check of your drivers' handbook would make this perfectly clear. A case here of someone deliberately trying to confuse an issue.
