I really think "best" is subjective. It really depends what you are looking for.
If you want a quick 9 or 18, Norther Pines, Deer Ridge, and Sunnyside are great options.
Want something more challenging? Glen Lea has it's quirks. Wheat City Golf Course is very challenging. Shilo is a great track as well. Poplar Ridge and Oak Island are a bit farther away, a bit more expensive, and more challenging.
For my money, if I had the opportunity, and the course was in good condition and had the amount of time needed for it, I would be at Wheat City Golf Course or Shilo.
With time constraints though, I will head to Sunnyside or Deer Ridge to get my golf in, and then get on with the rest of my day.
