What type of women's bike would be best for riding on gravel roads that is not to pricey and I'm on the chunkier side & short .

Go to a bike shop and talk to the people who Know! You won’t have to buy from them but you will get the best information!

I agree with the about post….. invest in a good seat. Likely balloon tires as well on gravel roads.

I totally agree with talking with someone at one of the local bike shops. But be prepared to pay a bit of money, if you want one that is built to stand up to gravel roads, and be a fairly good ride. You get what you pay for with many things, including bikes. You can go to a big box store and spend a couple hundred dollars and then not like riding it so you don't. Or you can spend more and have a bike that you enjoy riding and actually use!

and tires that are a bit wider to tackle the off road elements as gravel.  
 
ohhh! If you want to save money and you just can't afford dual suspension, try to find a bike with front shocks and get a suspension seat post (varied kinds). Similar to this:

and a wider saddle type seat. (instead of the narrow racing kind). Your butt will thank you and the ride will be very nice! (Coming from a 250 lb guy)  
 
Again, as above poster said, to to A&L or another bike shop to get expert free advice.
