Forgive me if this isn’t an appropriate post for the Sports section but to me it does seem the closest fit.  
Two years ago I tried to see about getting a proper compressor for filling SCUBA tanks. The price was prohibitive although several divers were interested in going in on one.  
I just came back from Winnipeg and spoke to the owner of Underworld SCUBA and sport and she agreed to give a discounted rate for larger orders. The price for individual tank refills is $12.  
I’m proposing that if there are any divers in the westman area that are going into Winnipeg, we could send out a notice to offer to take tanks in for refills.  
I believe this is our best option for a more economical way to get our tanks filled and get us more dive time in these short prairie summers.  
Any ideas or comments?

Not sure if they would do that, but have you approached the Fire hall, or the Fire College? They do fill the S.C.B.A.'s for the surrounding community's Fire Depts, maybe they could fill scuba tanks as well.

I approached the Fire department two years ago and they flat out said they no longer provide that service.  
 
I didn’t think of checking with the fire college though, thank you for that lead.
