World Series

Can someone please explain tonight's scenario?
I watched the game and kept waiting for game to be called due to rain. At this point the Phillies are on top 2-1.
Next thing I know the Rays tie up the game and all of a sudden, the comissioner calls the game...or suspended or something.
I watched the press conference and (I apologize) I'm still confused. Something about a new rule in 2007 that if the game is tied, the game (with the same score) will resume when conditions are right. If the game would have been stopped before the game was tied or before a certain inning or something, then the Phillies would have won the World Series.
Ok so, I'm partial to the Phillies lol and really had my heart set on them taking the series tonight - so yes, disappointed.
I'm more disappointed that I don't understand what really went on. I mean, it rained alot BEFORE the game was tied up but the game was not stopped.
Be gentle...at this very moment I feel like I'm the only person on the planet who just doesn't get it! Help! Please explain. Thanks!
