I live in Princess park apts. Woke up bout six and noticed power off, decided to check hallway way for emergency lighting. Was on in hallway but absolutely no lighting on any floors in stairwells. Checked 1/2 he later and no lights in hall but lights in stairwells, while later nothing in wells again but hall's lit up. There is five floors and when power goes out or fire , elevator shuts down also. Was the same few mths ago when fire trucks here, were supposed to evacuate but really hard if can't see to go down. I would be thinkin this is a MAJOR safety concern and should be looked at like yesterday. Just my thoughts

And? The logical thing to do would be contact landlord/property manager. I’m not sure what you expect anyone off the internet to do.

I have reported it before to no response. Like typical Mb hsg. Guess hoping would be seen by someone with some authority to maybe take notice.

If it were me, for my own personal safety, I would go and buy a good quality flashlight and keep it in it's own place by the door. That way if the power goes out and you have to evacuate you will be able to light your way to safety.  
 
Certainly the situation isn't ideal and should be corrected, but until / unless it is, there is a way you can help ensure your personal safety.

You'd need to know what the actual requirement is for emergency lighting. Emergency lighting is usually battery powered. There are requirements for how long it needs to remain active. It's possible your building meets the requirement.  
 
Because emergency lighting doesn't remain active indefinitely, it is really important to have a flashlight in the event that you need to evacuate after the lighting has stopped working/the batteries have run out.

For basically anything other than a high rise building emergency lighting must work for 30 minutes. No requirement in the building code for it to work any longer than that.

High rise is anything with floors above 75 feet from ground. You said 5 floor building. So not defined as a high rise. 6 would be, then some lights need to work for 1 hour, others 2, but no more than that.
