That seems like a uniquely terrible idea. Drivers who are going to be responsible for large loads should have adequate training and practice. I barely trust most people behind the wheel of a subcompact car, never mind a loaded rig.
If you're talking about having empathy for other people, try it from the other side- ride a bike (totally legally), while vehicles that could smoosh you like a bug decide that being cautious of your life isn't worth the 0.2 seconds it would take to pass you safely.
