Be aware that scammers posing as Canada Revenue are sending emails regarding unclaimed refunds from your 2018 return. The message looks legit EXCEPT the reply is a Russian .ru email address : noreply.ca@pk-pro.ru

My bad. If this WERE a legitimate claim, it would reference the 2017 tax return (hard to get reimbursed when the 2018 return isn't filed until AT LEAST another month and half :-D )

I received a letter last month apparently from CRA saying they recalculated my 2017 return and they found that I supposedly owe $422 plus late fees and it better be paid by December 31 or they’ll tack on more late fees. The letter never tells me where any mistake was made and I went over my return and still got the same outcome. I never heard anything more and I received my GST in January, so... ~shrug~  
I wouldn’t have received anything from GST if they were suppressing it to pay off anything owed. Just seems fishy to me

If you received a Notice of Reassessment in the mail from CRA, it is not a scam. Call them at 1-800-959-8281 or sign up for online access to your CRA account to see exactly what they’ve changed.  
 
If the reassessment is recent then it won’t have caught up to your GST account yet. Eventually they will hold your GST to pay the amount owing. But it’s more likely they will take it out of your next tax refund , assuming you get a refund.  
 
The scams are the emails, phone calls and text messages ....not the paper Notices that come in the mail. I’ve been in the accounting/tax industry for 25+ years.

As I said, this notice came as an email, and the email address ends in .ru (a Russian email address) so this is blatantly an attempt to phish information from the recipient.

Like the other poster said, if you got a paper letter it's probably legit. The scammers generally work by email. The GST payments are prepped 4-6 weeks in advance, so if you got a letter mid-December the reassessment would have happened after the payment was prepped.  
 
Try calling CRA and enquiring. 1-800-959-8281.  
 
Edit to add: this is the time of year they run programs to make sure you claimed all your income. That's a very common thing to have to owe income for. Are you sure you claimed all your income, or that there isn't a revised t4 hanging out somewhere? If you call the above number, they can tell you for sure and provide you with the information.
