internet based phone system

The company I work for recently installed an internet based phone system. We are experiencing dropped calls, echoing on calls, time lags when dialing out and staticky reception. The supplier is blaming Westman Cable. But not sure if that is the case or if it is the company that is supplying the phone system? I'd appreciate hearing from others that have this type of phone system at their workplace, what your experience has been like.
